Belly or channeling? Both make the camera go underwater

In old cast iron, a camera that dips under water may not be in a belly at all. Channeling — a groove worn along the pipe floor by years of flow and corrosion — also holds water, and on camera the two can look the same.

They need completely different repairs. Channeling is a failing pipe floor and is often a good candidate for lining once the pipe is cleaned; a belly is a slope problem that lining won't fix. Telling them apart usually takes jetting the line clean and looking again, so ask how the inspector reached their conclusion.
